Q. Where can I file a complaint against an airline? I don't want to write to the airline itself.

A. The U.S. Department of Transportation's Aviation Consumer Protection Division is the place.  It operates a complaint handling system for consumers who experience air travel service problems (not to be confused with concerns about airline safety or security).
Call, write or e-mail the ACPD to register your concerns.
  • The 24-hour phone line: 202-366-2220
  • Regular mail address:
    Aviation Consumer Protection Division
    U.S. Department of Transportation
    Room 4107, C-75
    Washington, DC 20590
  • E-mail address. airconsumer@ost.dot.gov
The division requests that you be brief and concise in describing your problem and that you include your name, address and daytime phone number; the name of the airline or company about which you're complaining; and the date, flight number and origin and destination cities of your trip.   If you write, you also should include a copy of your airline ticket (not the original) and any correspondence you already may have exchanged with the company.
While the division doesn't mediate individual consumer complaints, all complaints are entered into the DOT's computerized aviation industry monitoring system and are charged to the company in question in the monthly Air Travel Consumer Report.
